Family Services
A safe, stable, and loving home can change the course of a child’s life. Delta’s
Family Services unites families and children in the foster care system, providing any
support they need for a successful union.
In less than 10 years, Family Services has set many standards in the foster care
industry in the greater Philadelphia region. The division scored a 100 percent in
all but three items in more than 500 annual compliance categories administered by
the Philadelphia Department of Human Services (DHS) last year. DHS was so impressed
with the unique Supervised Independent Living program that they will no longer
award a 100 percent for similar programs, saving that distinction for Delta alone.
A Variety of Services to Meet a Variety of Needs
Family Services provides foster care and adoption services to individuals regardless
of disability through a variety of programs. For more information on any of our

Adoption Services. In just over a year, Family Services has placed 10 children
in permanent homes, successfully tapping Delta’s current pool of foster parents
hoping to adopt.
Foster Care Services. Delta provides foster care services in Montgomery, Bucks,
Delaware, and Philadelphia counties. Since 1995, Family Services has united 160
families, with 300 children currently placed in 104 families.
Treatment Foster Care (TFC). Family Services ensures that children with mental
health needs who are placed in temporary homes live with families who are well-prepared
to meet their needs. Treatment foster families have access to a range of support
services and training through Delta. Philadelphia DHS has recognized Delta as an
outstanding service provider for this program.
Medical Foster Care. Delta’s Medical Foster Care routinely exceeds county standards
of excellence for services to children who are at risk medically, including those
with life-threatening and terminal illnesses. Medical foster families train through
Delta and at hospitals to meet a child’s needs.
Supervised Independent Living (SIL). Young adults aged 17 to 21 who are on the
verge of independence may be referred by their county’s DHS to Delta’s SIL program.
SIL members live in their own apartments, with weekly visits from their Delta
social workers. In addition to attending regular school, all SIL members attend
a bi-monthly life skills class during which they learn to take care of themselves
and to manage money and time. Delta also assists members with job placement and
provides them with social opportunities. Philadelphia DHS recently recognized
Family Services’ SIL program as the standard-setter for the region when it
awarded the program top honors on last year’s compliance evaluations.
Foster Family Supports
Delta Foster Families may tap a wide range of supports to help them meet daily
challenges. In addition to the comprehensive program of services offered, Family
Services staff ensures that additional training, support, and assistance become
available as needed through any avenue necessary.
Foster families depend on:
- 60 staff members, including case managers and crisis consultants
- Small support group opportunities
- Respite care
- Transportation assistance
- Mentoring of new foster families
